In the past, fishing grounds were established to allow people to catch more fish. These practices were gradually replaced with various laws and policies that permitted open access to everyone to these exclusive fishing grounds. Over time, this led to increased competition as anglers wanted to reserve the best stock for themselves. They aimed to catch as much fish as fast as they could, and with the invention of advanced fishing technology and equipment, this process became a lot easier.

Managers who wanted to control fisheries tried to do so by constraining their efficiency. They started to introduce catch limits, which significantly limited the number of fisheries but still managed to bring about major economic havoc in the industry.   

The rise of fishing techniques

Over the past five decades or so, fishing technology has developed immensely, thereby increasing the capacity for boats to find and catch large bulks of fish. During this time there have also been important developments to decrease the environmental effects of fishing, yet there is still space for more development and research is ongoing. Fishing techniques greatly differ in places and cultures, and the exact effect of each technique is wholly reliant on the robustness of the organization and methods used on every boat.
